As the Commercial Aftermarket Sales Manager at STH, I focus on building long-term partnerships with property management and contractor clients. With more than 20 years of experience in the commercial plumbing industry, I’ve built a reputation for technical expertise, reliability, and integrity.
Over the course of my career, I’ve been involved in every stage of the project lifecycle—from design and construction to aftermarket service. This has given me a comprehensive understanding of how plumbing systems perform over time and what it takes to keep them operating efficiently.
At STH, I bring a solutions-oriented mindset and a deep technical background to support the growth of our aftermarket sales and service team. I’m proud to help foster a culture centered on partnership, performance, and long-term value.

I joined STH in 1989 as a part-time service technician while pursuing my education. After finishing college in 1995, I transitioned into a full-time role as a fire support sales representative. Over the years, I advanced through a variety of positions—including inside service and sales support, aftermarket and fire field sales representative, assistant sales manager, and eventually sales manager—which gave me a well-rounded understanding of the business.
In 2001, I became an owner and shortly after, took on the role of president of STH. My hands-on technical background has been a key asset in my approach to executive leadership. Since then, I’ve become the majority shareholder and have focused on growing the company by developing a strong executive leadership team and empowering the teams they lead. This approach has helped ensure STH’s continued success and long-term sustainability.
Today, STH remains on a strong growth trajectory, driven by my commitment to excellence, innovation, and ongoing team development.

JD Slough - CFO
CFO
As a teenager in the late 1990s, I began my accounting career while working at my father's CPA firm. A lifelong passion for accounting along with the broader realm of business operations evolved from that financial basis. In 2005, I graduated from West Virginia University with a Bachelor of Science in Accounting and a Master's Certificate in Forensic Accounting.
In 2012, I became a Controller at Shafer, Troxell & Howe (STH). In 2018, I was privileged to be appointed the Chief Financial Officer and a minority shareholder in the company. As the fractional CFO for Cougar USA, I am delighted to have contributed to the expansion of STH's back-office capabilities, especially by implementing our shared services model.
Becoming an owner at STH has been a very important step in my life. I am very proud to help create a work environment where our team feels valued and supported.
Outside of work, I am an active member of my local church and enjoy coaching my kids' youth sports teams. Whether at work or in the community, I am driven by a passion for building strong foundations—financially, professionally, and personally.
Jeff Russell - Vice President and Sales Team Manager
Vice President and Sales Team Manager
As a principal and Vice President of Sales at STH since 2001, I’ve had the privilege of leading our four sales teams while collaborating with the ownership group, executive team, and sales managers to ensure we meet—and exceed—our strategic sales goals. One of my proudest contributions has been developing our commercial aftermarket sales and service program, which continues to be a key driver of our success.
I take immense pride in the growth of STH, the dedication of our employees, and the trusted partnerships we’ve built with manufacturers over the last 52 years.
Before joining STH, I spent 22 years in the petroleum equipment industry. My career included roles as a distributor and as a District and Regional Sales Manager, eventually becoming Vice President of Sales and Marketing at Xerxes Corporation—a national manufacturer of fiberglass underground storage tanks. In that role, I oversaw a team of 10 sales managers, 150 distributors, and managed major national and regional oil company accounts.
I’m a graduate of Baltimore Polytechnic Institute and proudly served in the U.S. Army as an infantry sergeant in the 25th Infantry Division for three years. I later earned a B.S. in Marketing from Towson University.
In my free time, I enjoy hunting, fishing, traveling, good food, and—most of all—spending time with family and friends. Life is a wonderful adventure.
Ciji Masser - Operations Manager
Operations Manager
As Operations Manager at STH, I oversee the alignment of systems, people, and processes to ensure projects are delivered efficiently, profitably, and on schedule. I am accountable for driving operational excellence from quote follow-up to close-out, supporting revenue goals, accurate WIP forecasting, and smooth customer experience. Since joining STH in 2018 as a Project Coordinator, I’ve held roles in project management and sales support leadership, ultimately joining the executive team in 2022. Before STH, I worked in Residential HVAC, where I coordinated installs, permits, and later led service and startup operations. I hold a BA in Business Administration with a concentration in Human Resources from Hood College and am currently pursuing a Director of Operations certification, which I’ll complete in August 2025.
One of my proudest accomplishments was leading the 2024 NetSuite ERP relaunch, where I collaborated with our support team to restructure departments, streamline workflows, and align tools for better forecasting and cross-team visibility. The result was more efficient support for our sales staff, stronger process discipline, and improved clarity across the company. I focus on building high-performing teams, eliminating friction in operations, and ensuring our marketing strategy aligns with sales and revenue conversion. My leadership philosophy is grounded in empathy, preparation, and a belief in empowering others, guided by my values of connection, growth, purpose, and collaboration.
Outside of work, I spend my time in the garden, surf fishing, and being with my family. My vision is centered on building a life of freedom and fulfillment, where work supports our dreams, not the other way around. I’m most often described as dependable, calm under pressure, and someone who brings clarity to complexity. Whether I’m improving internal systems or managing a field team, I lead with both structure and heart.
